أصدرت وزارة الصناعة والتجارة في العاصمة المؤقتة عدن تعميم بشأن انتقال السلع والخدمات بين مدن و محافظات الجمهورية، والذي جاء فيه :
الى جميع السلطات و الجهات المعنية بانتقال السلع و الخدمات بين مدن و محافظات الجمهورية
تحية طيبة وبعد:
بناء على واقعة قيام بعض الاطراف و الجماعات المسلحة بمنع حركة و تنقل الشاحنات التي تحمل السلع الغذائية و الدوائية المتجهة نحو المحافظات الشرقية نصدر التعميم التالي:
وبموجب قانون وزارة الصناعة و التجارة و اللوائح التنظيمية يتم على وجه السرعة اتخاذ كافة الاجراءات اللازمة لتسهيل نقل السلع و الخدمات بين المدن و محافظات الجمهورية و السماح لجميع وسائل النقل بمختلف احجامها التي تنقل السلع الغذائية و الدوائية و كافة السلع التي يحتاجها السكان بالتحرك و الانتقال دون قيد او شرط.
وقيام أي طرف او جماعة او افراد بعرقلة حرية انتقال هذه السلع و الخدمات بين المحافظات يعتبر خرقا للدستور و القوانين النافذة و جرما يحاسب علية القانون.
حيث تنص المادة (22) " لا يجوز لأي جهة حكومية او غير حكومية القيام بأي عمل او تصرف او اجراء تكون نتيجته او اثره المباشر او غير المباشر منع انتقال البضائع بين مختلف الوحدات الادارية بالجمهورية....الخ"
على قيادة وزارة الصناعة و التجارة و مدراء مكاتبها في العاصمة المؤقتة-عدن و محافظات الجمهورية اليمنية التحري و المتابعة و الرفع الينا بكل من يخالف قانون وزارة الصناعة و التجارة, و قانوني التجارة الخارجية و الداخلية و اللوائح المنظمة.

After Greetings:
Based on the fact that some parties and armed groups prevent the movement and transport of trucks carrying food and pharmaceutical goods heading towards the eastern provinces, we issue the following statement :
According to the Law of the Ministry of Industry and Trade and the regulatory regulations, all necessary measures are urgently taken to facilitate the transport of goods and services between cities and the governorates of the Republic, and to allow all means of transportation of all sizes that transport food and pharmaceutical goods and all the goods that the population needs to move without Restriction or condition.
And the fact that any party, group or individuals obstructing the free movement of these goods and services between the governorates is considered a violation of the constitution and the laws in force and the law will take place .
As Article (22) states, "It is not permissible for any governmental or non-governmental agency to perform any action, behavior or procedure whose result or direct or indirect effect will prevent the movement of goods between the various administrative units of the Republic etc."
The leadership of the Ministry of Industry and Trade and the managers of its offices in the temporary capital - Aden and the governorates of the Republic of Yemen should investigate, follow-up and report to us all who violate the law of the Ministry of Industry and Trade, and the laws of foreign and internal trade and the regulatory regulations.
