البنك المركزي يرد على بيان نقابة الصرافين بعدن(Translated to English )

عدن ( عدن الغد) خاص :

أصدر البنك المركزي اليمني بيان رد فيه على نقابة الصرافين بعدن .

واستغرب البنك المركزي البيان الصادر عن جمعية صرافي عدن والذي تضمن هجوما على البنك .


وجاء في بيان البنك المركزي الذي تحصلت عدن الغد على نسخه منه :

يبدي البنك المركزي اليمني استغرابه الشديد من البيان الصادر عن جمعية صرافي عدن والذي تضمن هجوما غير مبرر على البنك المركزي، ونسب إليه ممارسات لا تمت للحقيقة والواقع بصلة.
ويؤكد البنك المركزي أن أداءه وتعامله مع كل أطراف المنظومة المصرفية تحكمه القوانين النافذة ذات العلاقة، التي لا يمكنه السماح بتجاوزها أو بالتفريط بها.
ويوضح البنك المركزي أن الحملة التي ينظمها حالياً في سوق صرف العملات، إنما تستهدف ضبط الاختلالات والمتلاعبين بالأسعار في سوق الصرف، انطلاقاً من مسئولية البنك المركزي في الحفاظ على قيمة العملة المحلية وتحقيق استقرار عام للأسعار، وهو الدور الذي أنيط به بموجب قانون انشاء البنك رقم 14 لعام 2000م.
ان كل الاجراءات التي يعتمدها البنك المركزي في حملته تتوافق تماماً مع ما نظمه قانون تنظيم اعمال الصرافة رقم (19) لسنة 1995م والمعدل بالقرار الجمهوري بالقانون رقم (15) لسنة 1996م، وان بيان الجمعية الذي أسمته “بالاستنكاري” تعمد الى تشويه الحقائق للتمويه عن ممارسات بعض أعضاءها الخارجة كلياً عن الأغراض المشروعة التي منحت لهم بموجبها تراخيص مزاولة اعمال الصرافة وفي مخالفة صريحة للقانون الذي ينظم عملها، وهو ما تسبب في خلق تشوهاً كبيراً في نشاط اعمال الصرافة واستوجب على البنك المركزي إصلاحه والحد من تداعياته مهما كلفه ذلك.
ويؤكد البنك المركزي ان الهجوم والضغوط الشديدة التي يتعرض لها من المتضررين من حملته لن تثنيه عن مواصلة تنفيذها وفق الخطة المقرر لها، تنفيذاً لالتزاماته المنصوص عليها بالقانون، والغير قابلة للمساومة، والتي يسعى من خلالها الى كبح التدهور الحاصل في قيمة الريال اليمني مما أضر كثيراً بالمواطن في بلادنا الذي أصبح يعيش ظروف غاية في الصعوبة، ويزيد من معاناته انخفاض مستوى دخله نظراً لانخفاض قيمة عملته، بسبب جشع المتلاعبين بأسعار العملات ومضارباتهم غير المشروعه بها.

The Central Bank of Yemen expresses its deep surprise at the statement issued by the cashiers in Aden Society, which included an unjustified attack on the Central Bank, and attributed to it practices that were not done for the truth and the reality.
The Central Bank affirms that its performance and dealings with all parts of the banking system are governed by the relevant laws in force, which it cannot allow to bypass or bypass.
The Central Bank explains that the campaign it is currently organizing in the currency exchange market is aimed at controlling imbalances and manipulating prices in the exchange market, based on the central bank’s responsibility to preserve the value of the local currency and achieve general price stability, which is the role assigned to it under the Bank’s Law No. 14 For the year 2000 .
All the measures that the Central Bank adopts in its campaign are fully consistent with what was organized by the Banking Regulation Act No. (19) for the year 1995  and amended by Republican Decree Law No. (15) for the year 1996 . Some of its members are totally outside the legitimate purposes according to which they were granted licenses to practice money exchange business and in clear violation of the law that regulates its work, which has caused a great distortion in the exchange business activity and required the Central Bank to reform it and limit its repercussions at any cost.
The Central Bank stresses that the attack and the severe pressures faced by those affected by its campaign will not deter it from continuing to implement it according to the plan set for it, in implementation of its obligations stipulated by the law, and it is not negotiable, through which it seeks to curb the deterioration in the value of the Yemeni riyal, which has greatly affected citizens In our country, which has come to live in extremely difficult conditions, and its suffering is increased by the low level of its income due to the devaluation of its currency, due to the greed of manipulators in currency rates and their illicit speculation in it.
